NOTICE OF PUBLIC PARTICIPATION HEARING FOR COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM

NOTICE IS HEREBY GIVEN that the Borough Council of Borough of Gettysburg will conduct a public hearing on Monday, August 27, 2018, commencing at 6:45 p.m. in the Council Chambers at the Gettysburg Borough Building located at 59 East High Street, Gettysburg, PA 17325. The purpose of the public hearing is for the Borough Council to discuss the Borough's application for funding under the 2018 fiscal year's State Community Development Block Grant (CDBG) Program and to provide an opportunity for public input of Borough residents on possible activities and projects to be included in the grant application as well as to provide comments concerning past performance of the Borough on matters of community development.

The Community Development and Economic Development Allocations of the State CDBG Program publishes a combined "Notice of Funding Available" (NOFA) for each program year. Eligible cities, counties and units of local government may submit applications for CDBG funds under NOFA. It is estimated that approximately $123,298.00 of grant funding will be made available to benefit the Borough of Gettysburg for its use in fiscal year 2019.

Eligible activities and projects for consideration of allocation and use of grant funding under NOFA include: homeownership assistance and housing rehabilitation programs; public facility and public improvements projects (including public improvements in support of new housing construction); public services programs; planning studies; economic development business assistance and microenterprise activities. Eligible activities and projects paid for with State CDBG funds must meet one or more of the three (3) objectives, as set forth in the federal statutes and regulations authorizing and regulating the CDBG Program, which are as follows: 1) providing a benefit to low income households or persons; 2) eliminating slums and blight; or 3) meeting an urgent community development need.

The Borough of Gettysburg anticipates submitting an application through the County of Adams under NOFA as published during the 2018 program year.

The public hearing shall provide Borough residents with an opportunity to make any comments or to submit their views and proposals and to provide such residents and citizens with adequate information regarding what types of eligible activities the Borough should consider in its application and the amount of funds available under the State CDBG program. A subsequent public hearing will also be held by the Borough Council on Monday, September 10 at 6:45 p.m.
