Manager's Budget Message

Every year, Borough Council must pass a budget for the upcoming fiscal year. Borough fiscal years are the same as calendar years. By law, the budget must be balanced, meaning anticipated expenditures do not exceed anticipated revenues. The Borough Manager is responsible for proposing a budget for council consideration. This is commonly referred to as the Manager's Budget Message. The Manager's Budget Message is a comprehensive budget proposal, that encompasses all ten (10) of the Borough's fund budgets. The Borough's ten (10)  funds are:

  • Fund 01 General Fund (Operating Budget)
  • Fund 03 Fire Fund
  • Fund 04 CDBG Fund
  • Fund 09 Gettysburg Borough Storm Water Authority Fund (GBSWA)
    • NOTE: This fund is not budgeted or administered by the Borough Council. Rather, Fund 09 is budgeted and administered by a separate Board of Directors. It is reported here as both the Borough's budgets and the Authority's budgets compliment each other and the Borough retains ownership of the infrastructure that the Storm Water Authority services.
  • Fund 18 Capital Projects Fund
  • Fund 23 Debt Service Fund
  • Fund 30 Capital Reserve Fund
  • Fund 35 Liquid Fuels Fund
  • Fund 40 Revolving Loan Fund
  • Fund 96 American Rescue Plan Act of 2021 Fund (ARPA)

NOTE: Fund 05 Company K Memorial Fund and Fund 66 Eichelberger-Stahle Charitable Trust Fund were moved to the Adams County Community Foundation in 2021 for administrative purposes and the abiltiy to add to the funds' totals over time.
