CDBG- Public Hearing Minutes

Mrs. Susan Naugle, Chair Community Development Committee called the meeting to order at 4:00 PM. The following Councilors were present: Mr. Graham Weaver, Mr. Kyle Leinbach and Mr. John Butterfield. Staff present included Secretary Sara Stull, and Planning Director Scott Dellett.

Others present included: Anne Thomas, Lori Lencheski and Nick Colonna representing the Adams County Office Planning and Development; Stephanie McIlwee, Elm Street; and Darlene Brown, PICPI & ACHA.

Representing the press was Jim Hale of the Gettysburg Times.

Scott Dellett explained the purpose of the public hearing is to undertake a preliminary review for the proposed allocation in Fiscal Year 2013 Community Development Block Grant (CDBG) funds. Final federal allocation for these funds has not been established. He pointed out up to 18 percent of CDBG funds may be used for program administration. A number of activities may be undertaken with CDBG funds including but not limited to public service; public facilities and improvements, which includes improved access for American with Disabilities; and architectural barrier removal.

Mr. Dellett went on to say that CDBG funds are provided to the Borough on an annual basis through the United States Department of Housing and Urban Development and administered in the Commonwealth of Pennsylvania by the state Department of Community and Economic Development (DCED). They are intended to fund projects and programs that directly benefit low-moderate income residents of the Borough. Mr. Dellett noted that to be considered, all funding requests must meet a National Objective of the CDBG Program, and be an eligible and fundable activity.

Mr. Dellett said the second public hearing would be scheduled at a later date. The final approval of the CDBG application by Borough Council will be determined once a submission deadline is set by DCED. He also noted the 2013 allocation may be the same or lower than last year.

Mrs. Naugle noted the Borough began in 2008 to use funding for ADA ramps and sidewalks to bring into compliance. Then in 2010 Council had agreed to continue using CDBG funds for bringing the Borough's ramps and sidewalks into compliance. 

Mr. Dellett reported the Borough has used to date $297,877.33 for the ADA ramp program and $20,175.29 in administration. Mrs. Naugle said the County of Adams was contracted to provide the administration and reporting for the Borough's CDBG program and that this would continue for 2013.
