Council Meeting

President Michael Birkner called the meeting to order at 3:00 PM with the following Councilors present: Vice President Jacob Schindel, Mr. John Butterfield, Mrs., Mrs. Claire Lewis, Ms. Rebecca Brown, Mr. Graham Weaver, Mr. Kyle Leinbach and Mr. Charles Teague. Mrs. Susan Naugle was absent. Staff present included Mayor William Troxell and Borough Secretary Sara Stull.

Others present included: John Lawver, 524 McMillan Street.

Representing the press was Jim Hale of the Gettysburg Times.

President Birkner announced that an executive session of the Borough Council will be conducted immediately following the conclusion of the opportunity for public comment at this meeting. The executive session will be conducted consistent with Section 708(a)(1) of the Sunshine Act for the following purpose; to discuss matters involving the employment, appointment or termination of employment, or the terms and conditions of employment of Borough employees

There was no public comment.

President Birkner presented Council with summary notes from a meeting with representatives from the Borough of Chambersburg that he attended along with Becky Brown and Sara Stull. Michael and Becky both thought the meeting was intriguing and encourages Council to explore the possibilities. The notes are attached.

Jacob Schindel said that he spoke with Senator Alloway and he is very supportive of regional initiates. Michael said it will take time for Council to review and define the needs for Gettysburg.

The meeting was adjourned to an executive session at 5:15 PM.

The meeting was reconvened at 7:00 PM.

There was no public comment at this time.

Moved Mr. Butterfield, seconded Mrs. Lewis to appoint Peter Marshall as the Interim Manager for the Borough of Gettysburg. A roll call vote was taken. YEA: Mr. Teague, Mr. Leinbach, Ms. Brown, Mrs. Lewis, Mr. Schindel, Mr. Butterfield and Mr. Birkner, NAY: Mr. Weaver. The vote passed 7 -1 with Councilor Susan Naugle absent.

Mr. Butterfield commented that all Councilors should back the final decision made today and asked for "solidarity".

President Birkner said he would contact both Peter Marshall and John Lawver to inform them of the outcome. 

John Butterfield asked if Council would appoint someone to conduct the manager's search at this time. President Birkner said to wait and discuss further and possibly make a decision at the next Council meeting.

With no further business to come before council, moved Mr. Butterfield, seconded Ms. Brown to adjourn the meeting at 7:05 PM.
