President John Butterfield called the meeting to order at 6:45 PM with the following Councilors present: Mr. Theodore Streeter, Mr. Michael Birkner, Mrs. Susan Naugle, Mr. Robert Krummerich, Ms. Alice Estrada, Mrs. Claire Lewis, Mr. Graham Weaver and Mayor William Troxell. Ms. Holliday Giles was absent. Staff present included Manager Florence Ford, Borough Secretary Sara Stull, Solicitor Harold Eastman, Chief Joseph Dougherty and Planning Director Scott Dellett.

Others present included: Anne Thomas, Adams County Grant Coordinator and Terri Hamrick, Survivors Inc.

Representing the press were Scot Pitzer of the Gettysburg Times, and Tim Prudente representing the Evening Sun

President Butterfield opened the meeting and turned it over to the Planning Director to address the Community Development Block Grant modifications.

Scott Dellett gave a brief review regarding the proposed budget modifications for the Borough's 2009 and 2010 Community Development Block Grant (CDBG) programs. Staff recommends Borough Council consider the following modifications: 2009 CDBG Budget - Delete the following Habitat for Humanity Site Development - $5,000.00 and Code Enforcement $29,036.00: Modify the budget for the following activities: Survivors Facility Roof Project - original budget $13,200.00; modify budget $21,400.00: Sidewalks ADA Compliance - original budget $75,000.00; modify budget $100,836.00: 2010 CDBG Budget - Delete the following activity - Code Enforcement $40,000.00: modify the budget for the following activities: ADA Ramps/Sidewalks - original budget $89,456.00; modified budget $129,456.00.

Michael Birkner asked if it's the Borough's obligation to pay the additional cost for the Survivors roof project. The original amount allocated was $13,200 and they are now asking for another $8,000.00. Manager Ford explained when the bids came in the total was $21,400.00 leaving a shortfall of $8,400.00. Anne Thomas pointed out the contractor gave a price for the project but CDBG funding takes time and the cost went up. She noted these grants must be for eligible projects and used within a specific time frame.

Terri Hamrick thanked Council for their consideration of CDBG funding for the Survivors Inc. project.

Alice Estrada pointed out Council endorsed the Survivors project a few years ago and should continue to support it. She noted the ADA wasn't an issue when this was approved.

Moved Ms. Estrada, seconded Mr. Birkner to adjourn the meeting at 6:57 PM
