President Edwin Peterson called the meeting to order at 5:55 pm with the following Councilors present: Ms. Holliday Giles, Mr. Theodore Streeter, Mr. Michael Birkner, Mr. John Butterfield, Mrs. Susan Naugle, Mr. Robert Krummerich, Ms. Alice Estrada, Mrs. Claire Lewis and Mayor William Troxell. Staff present included Manager John Lawver, Borough Secretary Sara Stull, Solicitor Harold Eastman.

Representing the press were Scot Pitzer of the Gettysburg Times and Darryl Wheeler, Gettysburg Times Photographer.

Citizens in attendance: Tom Crist, Flex & Flanigan, 240 Steinwehr Avenue; Kenneth Rohrbaugh, Gettysburg Tours, 778 Baltimore Street; Paul Witt, Quality Inn, 380 Steinwehr Avenue; John Berg, property owner 39 Queen Street; Craig Redding and Todd Mickley, Boxes Loaded, 27 Steinwehr Avenue; Katie Brough, Friendly's Restaurant, 445 Steinwehr Avenue; John Muller, Great T-Shirt Co., 65 Steinwehr Avenue; Jacqueline White, Dobbin House, 89 Steinwehr Avenue; Tessa Bardo, 1,3,5 & 33 Steinwehr Avenue; Tammy Myers, American Civil War Museum, 297 Steinwehr Avenue; Jamie Miller, O'Rorke's Eatery & Spirits, 44 Steinwehr Avenue; Attorney John Phillips, SABA Solicitor; Troy Truax, Delta Development Group; Robin Fitzpatrick, ACEDC/ACIDA; Graham Weaver, 721 Sunset Avenue; and Tom Kellam, 910 Fairview Avenue.

Mr. Peterson opened the meeting and announced the special meeting is for the purpose of determining whether to adopt the Neighborhood Improvement District (NID) Preliminary Plan for Steinwehr Avenue.

Solicitor Eastman gave a brief summary of the NID plan. He explained Council would determine whether to adopt the NID plan for Steinwehr Avenue, Heart of Gettysburg Battlefield District as a final plan and considering whether to authorize the preparation and advertisement of an ordinance creating the proposed NID.

Mr. Krummerich asked if the property owners could appeal at anytime. Solicitor Eastman answered yes that council is just approving the plan.

Solicitor John Phillips pointed out council is approving the NID boundary and then SABA would form a board to make decisions.

Moved Ms. Estrada, seconded Mr. Birkner to approve the Neighborhood Improvement District Plan as presented. YEA: Mrs. Lewis, Ms. Estrada, Mr. Krummerich, Mr. Birkner, Ms. Giles, Mr. Peterson, Mr. Streeter, Mr. Butterfield and Mrs. Naugle. Passed 9-0.

With no further business to come before council moved Ms. Giles, seconded Mr. Butterfield to adjourn the meeting at 6:05 pm.
