Gettysburg Borough to Resume Pre-Pandemic Code Enforcement

Gettysburg Borough announces its code enforcement priorities for 2021 in preparation for the upcoming Spring and Summer tourism season. Many inspections were relaxed in 2020 due to budget cuts and to assist businesses during difficult economic times brought on by lockdowns and restrictions instituted by state government.  The Borough understands that economic challenges related to the pandemic are ongoing, however, the Borough must also find a balance that does not compromise ADA accessibility and other considerations necessary to maintain a vibrant, welcoming, and sustainable visitor experience.  Therefore, this year Codes enforcement will be focused on walkability and ADA clearance in the commercial areas of the Borough.  Enforcement action(s) will be taken for non-compliance with Borough codes and regualtions. Businesses should also be aware of the following reminders:

Flags/other pedestrian obstructions
Flags must be elevated above 7 feet or secured back so they do not interfere with foot traffic. Any potential pedestrian obstruction must be compliant with the borough sidewalk ordinance, and also should strive to maintain compliance with all local, state and federal accessibility regulations and guidelines.

Signage
Banners and A-Frame signs require permits. Additionally, they must not obstruct the pedestrian path.  A minimum 5 feet of pedestrian clearance is required, but signs cannot be located in the middle of the sidewalk/pedestrian path regardless of clearance.  Internally lit signs (neon signs) must be internal to the building and set back at least 1 foot from any window/door/glass. This includes neon "open" signs.

Outdoor Dining
2021 Permitting will begin in March.  As a part of the application process, Planning and Public Works will come out and measure/mark the sidewalk.  Because of this added step, applicants must apply at least two weeks in advance to give Borough officials time to mark the sidewalks.  Patio heaters are allowed consistent with NFPA guidelines (must be 5 feet from an exit, no flammables within 3 feet, etc.), and must be at least 1 foot from the pedestrian path/boundary to the outdoor dining area.

The Borough also asks all residents and businesses to routinely sweep, clean, and remove trash from, the sidewalks immediately adjacement to their property. This helps ensure safety, cleanliness and keeps Gettysburg aesthetically appealing to residents and visitors alike.
