Gettysburg Borough Hires Two Planners

An exhaustive search for Gettysburg Borough’s next Director of Planning, filling the vacancy created by the departure of the Borough’s previous Director Becky LaBarre in June, is complete. “The Borough was privileged to have many highly skilled candidates apply for the position”, said Borough Manager Charles Gable. Gable continued, “at the end of the search and after two rounds of interviews, it was the consensus of the interview panel that there is enough work in the Borough for two people. So, we hired both finalists”. Carly Marshall, of Biglerville, Pennsylvania will join the borough’s staff on December 11, 2019 as the Director of Planning, Zoning, and Code Enforcement. Debra English, of Gettysburg, Pennsylvania will join the Borough’s staff on November 4, 2019 in the position of Associate Director of Historic and Environmental Preservation.

Carly Marshall joins the Borough staff with over six years progressive experience in the planning profession, most recently in the position of Comprehensive Planner with the Adams County Office of Planning and Development. Some of her duties with the County Planning Office included assisting seven Adams County municipalities with subdivision and land development review, planning studies, ordinance amendments, and rezoning and comprehensive planning. Marshall holds an M.A. in Geography in Urban and Retail Planning, Cum Laude, SUNY Binghamton. She is a member of the American Planning Association, Founding Member Citizen Leadership Collaborative, Board Member of Historic Gettysburg Adams County, and Board Member of Adams Economic Alliance Communications Committee.

Debra English will be joining the Borough Staff with over twenty-three years’ experience with the Harford County, Maryland government. While at Harford County, Ms. English served in the capacity of GIS Analyst, Development Review Planner, Chief of Environmental Enforcement (Public Works Highways), Chief Inspector (Public Works Engineering and Storm Water Division), and as Chief Inspector (Public Works Highways Utility and Access Division). English holds a B.S. in Geography from Towson State University and an Environmental Training Certificate from Johns Hopkins University.

Both Marshall and English will be introduced to the community at the November 11, 2019 Borough Council Business Meeting: 7 PM, 59 East High Street, Gettysburg, PA 17325.
