In law, a resolution is a written motion adopted by a deliberative body. The substance of the resolution can be anything that can normally be proposed as a motion. For long or important motions, though, it is often better to have them written out so that discussion is easier or so that it can be distributed outside the body after its adoption.
When greater formality is desired, a motion may be made in the form of a resolution, which is always submitted in writing. In the case of Gettysburg Borough, Borough Council uses Resolutions to portray firm decisions that are not ordained laws, or ordinances, which potentially carry sinificant legal and financial consequences if not adhered to.
