Residents of the Borough of Gettysburg are hereby notified that the Gettysburg Borough Council intends to hold a public hearing at 6:30 PM on Monday, June 22, 2020 in Council Chambers located at 59 East High Street, Gettysburg, PA 17325 to hear comments from the public on two different proposed budgets, one for the Borough’s fiscal year 2020 State Community Development Block Grant (CDBG) Program and the other for the Borough’s CDBG Coronavirus funding (CDBG-CV) awarded to Pennsylvania through the federal CARES Act. The Borough Council intends to consider the proposed CDBG-CV and FY2020 CDBG Entitlement budgets and application submissions for approval at the Borough Council meeting immediately following this public hearing.

Gettysburg Borough has been notified by the Pennsylvania Department of Community and Economic Development that the Borough’s 2020 Entitlement Community Development Block Grant allocation is $130,289. An additional $70,413 in CDBG-CV funds has also been allocated to the Borough from the Commonwealth. The Borough will submit both of its applications to these CDBG programs through Adams County during the 2020 program year. Gettysburg Borough’s CDBG funds may be used to (1) benefit low to moderate income (LMI) persons, (2) remove slums or blight, or (3) meet an urgent community need. CDBG-CV funds must be used to benefit activities that respond to the conditions created by the COVID-19 pandemic. FY2020 Entitlement CDBG funds may be used for any eligible activity.

The Council proposes to use the Borough’s allocations for the following activities:

CDBG-CV
$19,000     Grants for Businesses Impacted by COVID-19 Meeting the Urgent Need National Objective
$46,000     Grants for Businesses Impacted by COVID-19 Meeting the LMI National Objective
$5413        Administration
TOTAL = $70,413

FY2020 CDBG

$123,775     South Street Streetscape Improvements
$6514          Administration
TOTAL = $130,289

In the event that the Department of Community and Economic Development does not approve a project, or if requests are withdrawn, funds may be allocated to other eligible projects. The deadline for the County to submit the CDBG-CV application on behalf of the Borough to the Commonwealth is July 31, 2020. The deadline for the County to submit the FY2020 CDBG Entitlement application on behalf of the Borough to the Commonwealth is October 28, 2020.

It is anticipated that 70% of the approved grant funds will benefit low to moderate income persons. Further, it is anticipated that none of the proposed activities will result in temporary or permanent displacement of any households. However, in the event that displacement should occur, the Borough’s policy for minimizing such displacement would be in effect. Gettysburg Borough is responsible for replacing all low and moderate income housing units that may be demolished or converted as a result of the use of CDBG funds.

The Council will accept comment on the proposals prior to and at the public hearing.
